Something like that, Phil. He's an interesting character... His relative popularity in English Canada, where he should, after all, be despised – he wants to destroy the country. But the fact that he's a politician not actually canvassing votes here often allows him to say things – bluntly – in a way he probably wouldn't want to hazard otherwise. Kind of an interesting phenomenon...

Troops Battle 10-Foot Marijuana PlantsOTTAWA (Oct. 13) - Canadian troops fighting Taliban militants in Afghanistan have stumbled across an unexpected and potent enemy -- almost impenetrable forests of 10-feet-high marijuana plants. General Rick Hillier, chief of the Canadian defense staff, said on Thursday that Taliban fighters were using the forests as cover. In response, the crew of at least one armored car had camouflaged their vehicle with marijuana. "The challenge is that marijuana plants absorb energy, heat very readily. It's very difficult to penetrate with thermal devices ... and as a result you really have to be careful that the Taliban don't dodge in and out of those marijuana forests," he said in a speech in Ottawa. "We tried burning them with white phosphorous -- it didn't work. We tried burning them with diesel -- it didn't work. The plants are so full of water right now ... that we simply couldn't burn them," he said. Even successful incineration had its drawbacks. "A couple of brown plants on the edges of some of those (forests) did catch on fire. But a section of soldiers that was downwind from that had some ill effects and decided that was probably not the right course of action," Hillier said dryly. The "something like that" was just kidding, Phil... Of course the fact that Duceppe isn't shooting for power does give him a lot of leeway, inside and outside Quebec.
I just find the measure of popularity, or at least acceptance, that he has in English Canada a little curious given the underlying message. We probably just got used to separatism but he tends to be received fairly sympathetically, something that wouldn't always have been the case with past separatist leaders.

The guy is surfing on Quebecers's annoying habit of playing both sides of the national fence ... !!
He's not the brightest of politiciens by a long shot !!

I'm assuming, up until Harper took over, that at home over the last few years the Bloc mainly emphasizing "Liberal corruption". I do remember Duceppe pushing sovereignty to a degree in both the 2004 and 2006 English debates, however, and in a few scattered election appearances outside Quebec.
I agree with you though – beyond hardcore separatists, you'd think these guys would be passé at this point.

The "BushLight" conservatives got 10 seats in the Québec region because people were fed up with the Libs and tired of voting for the Bloc's "backbenchers" doing figuration in Ottawa ...

Environment Minister Rona Ambrose says the Clean Air Act will give the federal government new and stronger powers.
OTTAWA (CP) - The Conservatives released the centrepiece of their "made-in-Canada" environment agenda Thursday - a Clean Air Act that would cut greenhouse gas emissions in half, but not until 2050.
The bill, aimed at dispelling the notion that Tories are soft on the environment, sets no short-term targets for cutting greenhouse emissions. In the long term, it says the government will seek to cut emissions by 45 to 65 per cent by 2050.
In the interim, the government will set so-called "intensity targets" which would require industry to reduce the amount of energy used per unit of production, without placing a hard cap on emissions.
Regulations for large polluters would begin in 2010 and the government is giving itself until 2020 to set national emissions-cutting targets for the pollutants that cause smog.
The proposed law, which is certain to get a rough ride from opposition parties who say it's far too weak, makes no reference to the Kyoto Protocol even though Canada remains a party to the treaty.
The bill was quickly dismissed as window dressing by critics.

Every bit as bad as forecast. Institutionalized procrastination if it was ever passed into law but it looks like the opposition parties have all agreed to kill it. Which you might figure was the government's plan all along...
