Ouch. But no surprise.
Bush should have been born into an age when there was little possibility of his every last movement and expression always getting caught on someone's camera...AND in an age when SO many have their fondest wishes granted when his mug is caught cutting up like that. Well, like a 'normal' person.
Rule #1(in this hi-tech scrutinized time): The President HAS to be a poker-face dude, always.

Wait a sec, RocDoc, I could see your point if this was some kind of thing where the Pres. didn't expect to be photographed, but he's all alone in this shot LOOKING RIGHT AT THE FRIGGIN' CAMERA! There's no way he could have not known his picture was being taken. It's kind of hard to say that this was just him looking like a 'normal' person.
There are lots of pics of Clinton and Reagan looking affable (and quite normal) without looking like the clown of the frat house ... or just looking like a clown. If there are lots of unflattering pics of Bush, it's b/c he's given the press lots of opportunities. And remember that this is the least photogenic administration of modern times: Bush has had fewer press conferences than anyone in the last half-century, if memory serves. This is a guy who only lets hand picked audiences hear him speak (doesn't this seem like the antithesis of a democratic leader?), and presumably the shots taken at such events are by equally loyal folks.
The fact that the man looks like an idiot on so many public occasions would thus mean that it's because he looks that way a great deal of the time. It's his choice, he's not a victim here. Let him take personal responsibility for his appearence. After all, he thinks that 'normal' people should take responsibility for much bigger issues in their private lives, such as retirement, health care, and education. When 'normal' people lose their retirement savings b/c of corporate bankruptcies (and I'm not talking about pension funds here, I'm talking about stocks bought over a lifetime of investing), when patients have to choose between bread and medicine, and when little Johnny can't read, they're all supposed to accept responsibility for that. I think the least the President (and his followers) can do is accept that only George W. Bush is responsible for the way he looks in public. Which is like an absolute jack-ass.

Bush could have avoided this by not running away from a journalists' question and finding, in his retreat, the door behind him closed. That made him look more foolish.

You know I’m all for freedom of speech & its obvious there are some heavy duty yank haters on this site but can I make a serious request. As a Canadian speaking about a Canadian show can I ask you to post something actually related to the topic here & realize that on this thread in particular I give not one flying fuck about your political views! Do we have to ruin every damn thread?
All I ask is you take a moment to give this some consideration.
