I think this might be a relevant point here, but a band is to be judged on their current output, not on what they did at their peak (unless they're in their peak now).

Well I don't particularly care for the new stuff from either of them, but if that's the case I would lean ever so slightly towards R.E.M.

If this was twenty or even ten years ago, I definitely would've given the Georgia spot to REM, but now I don't know. Only problems is I can't think of any other current Georgia band...oh wait, weren't Of Montreal from Georgia?

I've edited my original post to incorporate all the bands that have been mentioned so far (except Blind Melon and Smashing Pumpkins, neither of whom satisfy the "current" requirement).

Let's see...
California - TOOL, but if X comes out with an album this year like they are supposedly going to, then who knows.
Illinois - Wilco. Neko Case is based here too though. This is a hard choice.
Massachusetts - Mission of Burma. I thought about the Dresden Dolls, but obviously MoB is a whole lot better. The Pixies are one of my favorites ever, but I'm not going to consider them for this until they actually put an album out again.
Michigan - I don't think the White Stripes are really based in Detroit anymore (Jack White lives in Nashville and that's where their upcoming album was recorded), so I'm going to go ahead and say that Blanche is the best band out of Michigan right now.
Missouri - Son Volt, although I'm not really keen on them. I'm probably forgetting someone obvious.
New Jersey - Yo La Tengo. I'm actually not too into their more recent work, but I think YLT and I have just drifted apart. I really love a lot of their older stuff, and most people I usually agree with really like that most recent album, so I'll still give them the nod.
Ohio - Robert Pollard
New York - Their last album disappointed me, but it's still Sonic Youth
Pennsylvania - The Modey Lemon is my pick, although I'm sure I'm just forgetting someone.
Tennessee - The Raconteurs I guess.
Texas - The Mars Volta
Washington - Pearl Jam
