Wolf Parade are very spotty. For about 5 minutes though I thought their album was a classic. I can't replicate that feeling now and wonder how it happened.
I know that Sufjan Stevens isn't a band, but 6 albums so far this decade, the last 4 or 5 being fooking top, makes him the top artist of the decade for me. Well, along with Muse, but their debut was in '99 which denies them an outright win.

Every time I calm down about Muse they either write a song or I find some live footage and realise they're exceptional. They've not been repeatedly voted 'best live act on the planet' for nothing. And if you think I'm talking out my arse, check out the youtube links I put up on this site today. Or just note the opinions of shin, riley, luke, drum et al and admit that, English or not, this is one class act. The Walkmen? Mate, the Walkmen are shit. Writing a decent little song in "The Rat" doesn't mean you've a viable shot at a band of the decade title. Mars Volta need to learn to write a song that's not bookended by 10 minutes of shit. If they did that, they'd be in with a chance of my vote, because the core of their songs is usually phenomenal. BSS I respect immensely, but I haven't got all year to tune into their layers and pick out the slightly undercooked hooks. TV on the Radio write just amazing songs when they're in the zone. Their first album was weak overall though. The new album could be the best on this year. I love Arcade Fire, Franz, and Devendra Banhart. All good contenders, but Arcade Fire don't have the body of work yet - their new album is the key. White Stripes are straight out of the text-book. Each album has an EP of good stuff, but it's all so expected.

Outside of BSS and TV On The Radio that's a whole list of bands that just don't excite me. I've tried to like Muse, I really have but they just don't click with me. I haven't listened to enough of the Walkmen but what I've heard doesn't do much for me either. Mars Volta, JLLM was pretty spot on, they seem to being trying way too hard. Arcade Fire are the current most overrated band on the planet. Franz' second wasn't as good as the first and the first never quit reached up into greatness. Devendra Banhart is, again, good but never quit crossing into genius. White Stripes were never very orginal and while they're good at what they do that schtick wears thin pretty fast...with me anyway.
I'll have to think about this but I try to get a list up soon.

I've been trying to say precisely that for years, but I'm too much of an arse to hit the nail so firmly on the head. Also, you summed up FF - not quite great when all's said and done. Their songs lack a certain substance, maybe, but they tend to discourage repeat play beyond about the 6 month mark.

The Walkman are AWESOME!!!! Fucking punk rock Dylan with more fucking emotion in their little organs than most. The Mars Volta are all about Jamming Bloato and I love it. It's fucking 70s prog to piss on all of those kids with short attention spans. I love it. The White Stripes are pretty good for conventional rock and frankly are far more interesting than anything Bloc Party has ever produced. Devendra Banhart is a genius as he had a whole genre of music pop up around him and I think he is incredible.
I put Arcade Fire cause I figured a ton of people are into it. I personally think they are shit. I liked Talking Heads the first time.

I hate to say it, but I think I need to agree that The Walkmen are shit. The new album is fucking attrocious. Disliking Dylan, probably didn't do anything to help me get to this conclusion.

I was trying to think of some of the less high profile 00's bands who I've given a lot of play lately.
They would have at least two full length albums, with the first being released in this decade (ep's may have been released prior to 2000)

Animal Collective! I forgot about them.....they actually might be up there in my top 3 for this decade. The new Maritime is actually really good. I was afraid it was going to sound like the latter days of Promise Ring, but it's actually alright. I have also always been a huge fan of British Sea Power as well as their sideproject Brakes.
However, I think Phoenix are hyped up shit that the only reason people give a shit about them is because their french and one of them knocked up Sofia Coppola. I'll give em props for knocking her up as she's hot, but I'd rather listen to Steely Dan than that fey crap. Horrible.
Rogue Wave needs to be able to put to tape what they can do live. Live that band can do no wrong.
I loved the first Sounds record, but the new one has been sitting in a corner not getting played much for me. For some reason it's just not sitting with me.
Longwave are just awful and I can't condone that one at all. That's terrible. So, we're even.
Rilo Kiley is fucking emo for grown ups. That's shite too.

I don't click with Muse either, DED. But here's what I find works for me:
Animal Collective Broken Social Scene My Morning Jacket Built to Spill The Decemberists TV On The Radio The Shins - seriously, you can't make a list without these guys. Interpol
I can't really think of anyone else off the top of my head, although I know a bunch of bands I like but don't really register in the "best of" deal.

Can't get into Rilo Kiley at all. Agree completely on the emo for grown-ups bit.
I'd rather watch my lawn grow than listen to Sufjan. That link shin put up to that allmusic review (which I can't find, goddamnit) sums up my feelings exactly, although I think I find him a bit more boring than even that reviewer.
Only bands I'd put on a list would be BSS, Muse, Stars, and The Strokes. There's really not anyone else that'd inspire me to rank them, though there's plenty of top contenders.
Love the new TV on the Radio- listened to it just this morning- but I still think that first one was really bland.

Built To Spill?! No way, their entire output in the 00s has been crap and that's me being nice. I love everything they did in the 90s but they should have stopped after "Keep It Like A Secret".
The Strokes, while I think they are criminally underlooked because of hype, that last record wasn't the best thing I've heard either. It wasn't bad but hardly what I would call great. I think that the release of their first record will go down as a landmark for changing the face of the decade, so in a sense, you might be on to something here. I can't tell yet.
The Decemberists? Isn't that music about knickers for god's sake? Yuck.

Interpol certainly belongs on any list.
I say the Strokes had one monumental album, one incredible album, and one good enough album.
I should hear more Animal Collective.
