When I worked in downtown Cleveland, they had temporary bans all the time. If there was a Browns game coming up (I was justup the hill from the stadium) they'd cover the meters so traffic could move better before and after the game with an extra lane for traffic. If there was a parade or something they'd bad them. If there was something major going on at the courthouse (also nearby) they'd bag them. Sometimes they need to temporarily take back what is normally street parking. They do it by bagging the meters. Think about this -- if it was a permanent "we'll be nice, you don't have to pay to park here" lift, then why wouldnt they go futher than taking down the signs as your suggested? Why not take down the meters?

Don't get me wrong--I'm a big believer in personal responsibility. I didn't complain or try to get out of the railroad ticket--to either the cop or the DA. But I still maintain that parking ticket is a load of crap. I threw it away--they don't have my license number. They most they can do is give me the boot, and I'll park in a lot or garage if I have to.

I figured they just hadn't gotten around to taking the meters out, but yeah, I should've known they wouldn't dare be nice. There wasn't anything going on there in the middle of a weekday and I was back downtown several days after that and the bags were still on the same meters. They just do it to dupe people, imo.
